    Directed Outflow Project

    Description The U.S. Bureau of Reclamation (USBR) and California Department of Water Resources (DWR), along with collaborators, are continuing efforts to evaluate the hypothesized benefits of outflow and outflow alteration for Delta Smelt. The collective aim of these efforts is to better inform management actions that will bolster and stabilize the Delta Smelt population. The planned five-year Directed Outflow Project (DOP) seeks to assist in evaluating the overarching hypothesis that habitat quality and quantity is improved in the summer/fall when X2 is below 81 km and the LSZ occurs in Suisun Bay and Marsh, and this improvement in habitat conditions will translate into a greater catch density, health, and growth for Delta Smelt using this area

  • Title

    Monitoring and Assessment of Suisun Marsh Salinity Control Gates Action

    Description The Suisun Marsh Salinity Control Gates (SMSCGs) have the potential to provide an increase in low-salinity-zone habitat for endangered Delta Smelt. Operation of the SMSCGs in summer and fall to improve Delta Smelt habitat are called for in the Biological Opinion and Incidental Take permit for the Central Valley Project and State Water Project. To support the adaptive management of the action, DWR is planning to monitor the change in water quality, phytoplankton, zooplankton, fishes, and clams resulting from the action.

    Suisun Marsh Salinity Control Gates Action Pilot Study

    Description In summer 2018 we used a unique water control structure in the San Francisco Estuary to direct a managed flow pulse into Suisun Marsh. Field monitoring showed that turbidity and chlorophyll were at higher levels in Suisun Marsh, representing better habitat conditions, than the upstream Sacramento River region throughout the study period. Fish monitoring data suggested that small numbers of Delta Smelt colonized Suisun Marsh from the Sacramento River during the 2018 Flow Action.

    Hydrodynamic Influences on the Food Webs of Restoring Tidal Wetlands

    Description Funding will be use to implement targeted studies that examine the effect of hydrogeomorphology and biogeochemistry on aquatic habitat and resident fish. Increased knowledge of how physical processess drive fish and trophic interactions is imperative to the success of potential restoration projects in the region. Objectives are to evaluate and map the physical and hydrodynamic characteristics of the study sloughs;evaluate the effects of elevation and sea level rise;create a network of water quality stations to measure differences in slough functions;evaluate the influence of flow and tide on food production in sloughs and tidal wetlands;charaterize differences and evaluate how slough restoration effects food productions;evaluate fish community composition;evaluate fish response to habitat differences;evaluate fish use of wetlands as nursery habitats;develop recommendations for improving design of tidal wetland restoration projects to increase food availability for juvenile native fishes;evaluate the influence of flow and tide on trophic dynamics in sloughs and tidal wetlands;and characterize differences and evaluate how slough condition affects food production.

    Assessing Sediment Nutrient Storage and Release in the Delta: Linking Benthic Nutrient Cycling to Resotration, Aquatic Vegetation, Phytoplankton Productivity, and Harmful Algal Blooms

    Description Nutrients in sediment play a large role in influencing food webs, harmful algal blooms, aquatic vegetation, and drinking water quality. This study will investigate the amount, types, and dynamics of nutrients in Delta sediments. It will also examine sediment microbial communities that mediate these processes. Results of this study will help determine how the planned reduction in nutrient inputs to the Delta will effect sediment nutrients and microbial communities following the upgrade of the Sacramento Regional County Sanitation District’s wastewater treatment plant. Data will also inform how wetland restoration and invasive aquatic vegetation influence sediment nutrients and microbial communities. These data will contribute to improving computer models that inform large-scale nutrient management actions.

    An Evaluation of Sublethal and Latent Pyrethroid Toxicity Across a Salinity Gradient in Two Delta Fish Species

    Description Pyrethroids are a type of insecticide frequently detected in the San Francisco Bay and Delta (SFBD). They are highly toxic to fishes and may contribute to their decline. The Central Valley Water Resources Control Board has adopted regulations for many pyrethroids. These concentration goals for Delta surface waters are quite stringent. However, they do not take into account non-lethal effects in fishes, particularly during the early life stages and at the salinity conditions we see in the SFBD. Understanding non-lethal effects in fish is vital to influencing population health. This study investigates pyrethroid toxicity on Delta smelt and Inland Silverside embryos, while accounting for changing SFBD salinity and other factors such as sediment. Results will inform the development of pesticide regulation criteria and control efforts, furthering the protection of SFBD fishes.

    Lower Sacramento River Green Sturgeon Telemetry Monitoring

    Description To better understand emigration, California Department of Fish and Wildlife is undertaking a collaborative effort with University of California Davis Biotelemetry Laboratory to capture and acoustically tag 100 green sturgeons and 100 white sturgeons per year for three years. CDFW staff conducted sampling by deploying and tending 33-m variable mesh gill nets anchored with 18-kg pyramid weights. Juvenile sturgeon are surgically implanted with Vemco® V9 69 kHz acoustic transmitters and released near the point of capture. An array of Vemco® acoustic receivers deployed throughout the SFBDE collect detection data for acoustically tagged juvenile sturgeons. To date, (January 2018) CDFW and UCD staff tagged 16 juvenile green sturgeon and 11 juvenile white sturgeon over 159 days of sampling effort.

    Sacramento River Water Quality Monitoring

    Description The Woodland-Davis Clean Water Agency (WDCWA)—a cooperative partnership between the City of Davis and the City of Woodland—was formed to implement the Davis-Woodland Water Supply Project (DWWSP) and construct a new surface water treatment plant to treat water from the Sacramento River which, once complete, will largely replace the Cities’ current groundwater supply. In October 2013, CH2M-Hill was selected as the Design-Build-Operate (DBO) Company for this project. In anticipation of this new surface water treatment facility, the WDCWA began an extensive source water monitoring program in August 2009. The purpose of this monitoring program was to characterize the quality of Sacramento River water at the DWWSP intake, to assist in the selection of an effective treatment process train, and to provide the required raw water data necessary for obtaining a Domestic Water Supply Permit from the State Water Resources Control Board’s Drinking Water Program (DWP;formerly under the California Department of Public Health (CDPH)). After fulfilling the initial one-year monitoring program agreed to by CDPH, a scaled down sampling program was initiated to better understand seasonal trends in water quality, and to fill the time gap between the initial 2009-2010 monitoring efforts and startup of the new Regional Water Treatment Facility (RWTF).

    Groundwater Ambient Monitoring and Assessment Program [GAMA]

    Description The Groundwater Ambient Monitoring and Assessment (GAMA) Program is California's comprehensive groundwater quality monitoring program that was created by the State Water Resources Control Board (State Water Board) in 2000. It was later expanded by Assembly Bill 599 - the Groundwater Quality Monitoring Act of 2001. AB 599 required the State Water Board, in coordination with an Interagency Task Force (ITF) and Public Advisory Committee (PAC) to integrate existing monitoring programs and design new program elements as necessary, resulting in a publicly accepted plan to monitor and assess groundwater quality in basins that account for 95% of the state's groundwater use. The GAMA Program is based on interagency collaboration with the State and Regional Water Boards, Department of Water Resources, Department of Pesticide Regulations, U.S. Geological Survey, and Lawrence Livermore National Laboratory, and cooperation with local water agencies and well owners.

    Suisun Marsh Fish Study

    Description The University of California, Davis has been involved in fish and wildlife monitoring and research within Suisun Marsh for 35 years and has been instrumental in detecting important trends associated with naturally fluctuating environmental conditions as well as anthropogenic influences. Research has included a 35+ year time series on the fish and invertebrate communities of the slough networks, research on waterfowl nesting patterns and population biology, and research on the demography of salt marsh harvest mouse. The Suisun Marsh Fish Study anchors this effort as it is the longest established survey in Suisun marsh. It will continue the research of Professor Peter Moyle under the direction of John Durand, and will focus upon the detection of changes in the aquatic ecosystem in response to developing stressors in the San Francisco Estuary (SFE). This time series is designed to further our understanding of the ecology and function of the fish community residing within Suisun Marsh and the San Francisco Estuary (SFE), and acts as one of the key surveys with Interagency Ecological Program's monitoring effort.

    SAIL [Coordinated Enhanced Acoustic Telemetry Program]

    Description These monitoring efforts can provide critical information on juvenile salmonid distribution and survival, which inform biologists and managers interpretations of the exposure and intensity of CVP and SWP water operation risks on tagged populations in Central Valley rivers and the Bay- Delta. Understanding salmon survival and migration dynamics in the Delta and its tributaries is critical to the recovery of ESA-listed species, and sport and commercial fisheries management. For example, estimating the population size of endangered Sacramento River Winter-run Chinook (SRWRC) as they enter and exit the Delta is considered critical for informing Delta water management actions (Interagency Ecological Program (IEP) SAG 2013). “The use of realtime acoustic receivers that immediately transmit acoustic tagged (AT) fish detections needs to be included in the expanded network” (Johnson et al., in press). Tracking the fate of individual tagged fish will be accomplished with AT and used to develop estimates of survival and movement for other non-AT fish also part of that group. Population level sampling programs will use survival estimates generated by AT and applied to other mass marked (coded wire tagging) groups to develop improved capture efficiency for these sampling programs. Objectives: • Deploy and service field monitoring acoustic telemetry stations at locations important to fish and water management. • Implant, transport, and release acoustically tagged juvenile ESA-listed wild and hatchery juvenile salmonids. • Analysis and synthesis to support production and development of new metrics for understanding the survival, distribution, and entrainment of juvenile salmonid along the Sacramento River and its floodways, as well as, the Bay-Delta. Six-Year Steelhead Study Continuation Reclamation’s Proposed Action for ROC on LTO Section 4.10.5.12.3 Additional Measures includes a San Joaquin Basin Steelhead Telemetry Study -- Continuation of the 6-Year Steelhead telemetry study for the migration and survival of San Joaquin Origin Central Valley Steelhead. This investigation involves undertaking experiments utilizing acoustically-tagged salmonids to confirm proportional causes of mortality due to flows, exports, and other project and non-project adverse effects on steelhead smelt out-migrating from the San Joaquin Basin and through the southern Delta. This study is to coincide with different periods of operations and focus on clipped hatchery steelhead (Oncorhynchus mykiss). The period of interest is between February 15 and June 15, which coincides with a majority of O. mykiss outmigration from the Stanislaus River and recoveries of steelhead smolts in the Mossdale fish monitoring efforts. This period is to include changes in CVP/SWP operations that include reductions in exports, reductions in reverse flows in Old and Middle rivers (OMR), and San Joaquin River pulse flows to assess the influence of flow and exports on juvenile steelhead survival. This study is designed to evaluate juvenile steelhead route selection at channel divergences in the south Delta and along the mainstem San Joaquin River, and how these behaviors influence survival in specific reaches and through the Delta to Chipps Island.
